Committee hears resolution to designate first full week of April as Gifted and Talented Students Week

The Senate Committee on Administration laid out Senate Concurrent Resolution 23, which would designate the first full week of April as Gifted and Talented Students Week in Texas to recognize gifted student achievement and educator work.
The sponsor told the committee that Texas Education Agency data show more than 450,000 identified gifted and talented students across the state’s 20 education service centers, about 8 percent of public-school students. The sponsor also cited Administrative Code 89.1, which the committee record states requires districts to provide services for gifted students in grades K–12 and requires teachers who instruct gifted students to complete a minimum of 30 hours of professional development and 6 hours of annual update training. The sponsor noted that the state no longer separately funds gifted services following repeal of the GT allotment in 2021 and said the resolution creates no mandate or new cost for districts.
The committee opened public testimony but recorded no witnesses for or against SCR 23 and left the resolution pending.
