Town council approves seven master development agreements and several administrative measures

Apple Valley Town Council on Feb. 19 voted unanimously to approve seven master development agreements and a series of related ordinances and resolutions, most by unanimous roll call.

- Ordinance O-2025-06: approving the master development agreement for the Crimson Peaks development — approved (roll call: Scott Taylor, Ken Lisser, Mike Farrar, Richard Palmer, ayes recorded).

- Ordinance O-2025-05: zone change application to rezone Parcel AB-1365-C-1 from Rural Estate (RE-1, 1 acre) to Agricultural 20-acre (A-20). Planning Commission recommended approval (02/12/2025); council approved it by roll call.

Why it matters: the master development agreements and zone change enable specific private-development projects to move forward with conditions set in each agreement and have implications for land use, infrastructure and later permitting. The interlocal change reallocates an employee from the water district to public works and changes the fee structure between the town and the Big Winds Water Special Service District.
