Planning Commission recommends approval of seven master development agreements

The Planning Commission voted to recommend approval of seven master development agreements during its March 12, 2025 hearing, moving forward ordinances for the Crimson Peaks, West Temple, Gooseberry Preserve at Zion, Gooseberry Springs Ranch, Miles Mark, Redstone and Canyon, and Solstice Resort developments.

Commission members opened and closed public hearings for each item with no substantive public comment recorded. For each ordinance the commission moved, seconded and voted to recommend approval; the clerk recorded successive "aye" votes and the chair announced the motion carried.

The meeting record shows the commission opened hearings and assigned ordinance numbers O-2025-06 (Crimson Peaks), O-2025-07 (West Temple), O-2025-08 (Gooseberry Preserve at Zion), O-2025-09 (Gooseberry Springs Ranch), O-2025-10 (Miles Mark), O-2025-11 (Redstone and Canyon) and O-2025-12 (Solstice Resort). Each item received a motion to recommend approval, a second, and a recorded set of affirmative votes before the commission moved to the next agenda item.

One commissioner summed up the meeting tone during the discussion period, saying, "My job here is to vote with the majority of the voting public. It isn't for 2 tenths of a percent of the voting public," a remark recorded in the hearing transcript.

The commission also approved minutes for Jan. 29, 2025 and Feb. 12, 2025 and then adjourned. The transcript records no formal public testimony opposed to any of the master development agreements and no motions to table or amend the ordinances.
