Council amends fee schedule, doubles dust fine and renames fire-event fee

The Apple Valley Town Council on March 12 adopted Resolution R-2025-05 to amend the town fee schedule, increasing the dust-violation penalty and changing the name of a fee related to public-safety support for events.
Scott Taylor, Councilmember, explained the principal changes during the public hearing. He said contractors told the town a $1,000 dust-violation fee was too low to deter noncompliance because the cost to rent a truck and water a roadway could exceed that amount; the council approved a $2,000 fee to strengthen enforcement. “They said people will just say, well, I’m just not gonna do it… So we doubled the fee up to $2,000,” Taylor said.
Council also renamed an item previously described as fire-personal-fire-equipment to an “event impact fee” to cover costs for public works, fire, police and emergency services and to avoid creating an expectation that the fire department would be stationed at every event.
After public hearing and brief discussion, the council moved and adopted Resolution R-2025-05 by roll call vote.
The resolution takes effect immediately; staff will update the fee schedule and apply the new amounts and descriptions to future permits and enforcement actions.
