After an executive session on March 11, the Grand County Board of County Commissioners directed county staff to continue negotiations to acquire certain water rights and property discussed in the closed session.
The board convened an executive session under Colorado Revised Statutes (CRS) §24-6-402(4)(a) to discuss the purchase, acquisition, lease, transfer or sale of real property and water rights. At the public reconvening the chair stated those present in executive session and asked for direction. Commissioners confirmed unanimous direction to proceed with negotiations on the described water-rights interests and to pursue purchase negotiations on discussed land parcels, including authority to make previously discussed offers.
Why it matters: acquisitions of water rights and real property can affect county water management, future land use, capital projects and budgets; negotiating authority allows staff and counsel to continue talks without returning to a public agenda for each step.
Implementation: the county manager and legal counsel will proceed with negotiated offers and return to the commissioners with recommended terms for approval when required.
