Gilpin County commissioners approve compensation correction, land consolidation and event liquor permits; adopt several routine items

The Gilpin County Board of County Commissioners took several administrative and land-use actions April 8, approving routine items and a set of local permits by recorded votes of 3-0.

Items adopted on voice votes included the consent agenda (which contained the treasurer’s report for February 2025; the March 2025 month-end financial report; the Digital Accessibility Transition Plan and Compliance Progress Update as of April 1, 2025; and Resolution 25-554 appointing a member to the Foothills Regional Emergency Medical Service and Trauma Advisory Council). The board approved the consent agenda by motion and recorded unanimous approval.

Compensation plan correction — Resolution 25-046 Human resources director Shanda Johnson explained that Resolution 25-046 amends the Gilpin County compensation plan to remove a contradicting sentence in the hiring section that remained in the posted document after work-session edits. Johnson said the sentence to be struck concerned hiring rates above midpoint and that the paragraph following already reflected the intended policy. A motion to adopt Resolution 25-046 passed 3-0.

Liquor licensing authority: renewal and special-event permits Sahar McCormick, county clerk and recorder, presented an annual liquor license renewal application for Mid County Liquors. McCormick said background checks and fees were in order and recommended approval. The board sat as the local liquor licensing authority and approved the renewal unanimously.

The board also held a public hearing on special-event liquor permits and approved three permits: the Gilpin Spring Wind-Up 5K (May 17, 2025), the Gilpin County Fair (July 11-13, 2025) and First Responders Day (September 6, 2025). Crystal Meyer, who presented the applications, said no public comments were received during the published notice period; she described tip-certified volunteers serving a single complimentary wine sample for runners age 21 and older at the 5K and noted the fair and First Responders Day would rely on certified vendor servers and wristband systems. The liquor-authority motion to approve the permits carried 3-0.

Boundary-line elimination approved (BLE 25-01) Planning staff presented a boundary-line elimination (BLE) application to consolidate Block 20 (Lots 1, 2, 3, 4, 6 and 7) of the Skydales Subdivision into a single lot. Planner Rachel Vigil said both property owners signed the required authorizations and that GIS and assessor records indicated the combined area would be about 2.34 acres. The board adopted BLE Resolution BLE 25-01 approving the consolidation; the motion carried 3-0.

Other business and procedural actions The board recessed to sit as the liquor licensing authority and later reconvened as the regular board. The meeting also included a proclamation designating April as Child Abuse Prevention Month and introductions of new county employees; those items were presented without formal contested debate. County staff and the county attorney reported ongoing work on ordinances and contracts, including early work on a hazardous properties ordinance and a county roads designation ordinance; those matters were discussed as developing and were not acted on at this meeting.
