Colorado River District panel finds no immediate remediation needed at Richard Dam; monitoring to continue

The Colorado River Water Conservation District updated Grand County commissioners March 4 on recent dam-safety studies at Wilford Mountain Reservoir (Richard Dam). The district said a 2024 independent review of the earthen dam including new laboratory testing of dam materials, additional survey monuments and lidar scans found that previously noted uncertainties had been substantially reduced and that large-scale remediation is not currently justified.
Andy Mueller, general manager of the River District, said the district convened three international geotechnical experts and coordinated with the Colorado Division of Water ResourcesDam Safety Section to reassess failure probabilities after the 2020 review identified a higher-than-desired risk profile. Hunter Causey, the districts chief engineer, said targeted lab tests showed the dams clay core is highly erosion-resistant and that the downstream sand filter is compatible and functions as intended to slow or stop potential internal erosion.
The dam has settled more than expected since construction; Causey said the crest settlement totaled about 2.6 feet versus a design expectation of about 1 foot. The panel found the settlement rate is slowing and does not by itself require immediate structural rehabilitation. The district will pursue three near-term actions recommended by the panel: (1) automate and expand monitoring with automated alerts to district staff; (2) conduct periodic emergency-action-plan exercises with county emergency managers; and (3) keep a proactive plan for possible future structural work on the shelf so work could proceed quickly if risk assessments change.
Commissioners asked about failure modes and seismic risk. Causey explained the panel examined dozens of potential failure scenarios and isolated four credible modes; the highest-probability modes are cracking-related and include both static and seismic triggers. The updated quantitative risk estimates fell within industry tolerability thresholds after the new data were incorporated.
Why it matters: Richard Dam is an operational storage reservoir with public-safety and downstream implications. The River District said it will continue daily on-site monitoring, automate alerts and coordinate emergency planning with Grand County as a precaution.
Next steps: the River District will provide the county with monitoring summaries and will schedule an emergency-action-plan exercise with county emergency managers; commissioners and staff indicated interest in a site tour of the dam and the district said it would facilitate that.
