Commissioners approve hangar lease changes, endorse Granby electrical fee; airport projects proposed at Kremmling and Granby

Grand County commissioners on March 18 signed multiple airport-related items after receiving updates from the airport advisory committee and staff on hangar development, runway safety areas and capital projects at Granby (Emily Warner Field) and Kremmling (20 Victor).
The board approved a mutual termination of an existing ground lease and authorized a new 25-year bond ground lease for Hangar Q at Granby Airport in favor of Michael L. Vaughn and Karen J. Vaughn; the motion to terminate the existing agreement and approve the new bond ground lease carried on consensus voice votes. Commissioners then authorized the chair to sign the new bond-ground lease documents.
On upcoming development at Granby, staff described a northwest hangar development area and proposed recovering electrical hook-up installation costs from future hangar lessees. The board voted to recoup the cost of installing new electrical service to the Granby hangar development area and directed county staff and legal counsel to draft lease language that would allocate hookup costs (calculated at $3,828.61 per 50-by-50-foot plot as a preliminary figure). Commissioners said the final lease language will return for approval.
At Kremmling Airport (the 20 Victor identifier), airport advisory committee members reviewed options to extend runway safety margins at Runway 09/27 via a displaced threshold and safety-area improvements, and to add a blast fence at the west end. Staff and consultants presented preliminary cost estimates for pavement and earthwork; commissioners directed staff to continue feasibility work, seek FAA/state grant opportunities, and to pursue lower-cost increments where possible. The advisory committee and staff also requested authorization to use county equipment and volunteers to move fill needed for the Granby ramp/northwest hangar pads; commissioners agreed staff should pursue the most cost-effective and collaborative approach.
The board also heard that ramp rehabilitation at Granby is federally funded and expected to be advertised for bid; staff said they are pursuing state and federal dollars for blast-fence and runway safety work at Kremmling.
Ending: Airport staff will return with draft lease language for electrical hookups, updated cost estimates and grant strategy for runway-safety projects; commissioners authorized staff to continue advancing granular, cost-effective work under those strategies.
