Board approves minutes, emergency contract, DOT hires, TRPA salary funds, leases and contracts; one contract withdrawn

The State of Nevada Board of Examiners on Feb. 11, 2025, approved a slate of routine and substantive items including meeting minutes, emergency and regular contracts, lease approvals, salary disbursement for the Tahoe Regional Planning Agency and two master service agreements. The board also noted one contract withdrawal and received two informational reports.

Key approved actions included an emergency contracting authorization for a former Department of Health and Human Services, Division of Child and Family Services (DCFS) employee, Katrina Nielsen, to assist with fiscal and legislative activities through a statewide contract with Marathon Staffing Group. That request was presented under NRS 333.705, subsection 4.

The board approved two Department of Transportation requests to contract with former employees: one to hire Anthony Martian as a PeopleSoft technical architect through a statewide contract with Knowledge Services, and another to hire Jason Marti for maintenance activities through the statewide contract with Manpower. Those requests cited NRS 333.705, subsection 1.

The Tahoe Regional Planning Agency was allocated up to $635,505 from the state general fund for fiscal 2024–25 under Assembly Bill 522, sections 10 and 16; the board noted the funding cannot be used to increase base salaries unless California provides required two-for-one matching funds, otherwise amounts must be paid as one-time bonuses.

The board approved eight proposed leases and 23 proposed contracts; the board chair noted contract number 12 (Child and Family Services and Silver State Pediatrics Behavioral Health Services LLC) had been withdrawn by the agency prior to the vote. The board also approved two master service agreements and received information on 63 contracts previously approved by the clerk of the board (contracts between $10,000 and $99,999) and two informational reports: a reconciled fund balance report from the Governor’s Finance Office and the Department of Motor Vehicles Complete Streets Program report for the quarter Oct. 1, 2024–Dec. 31, 2024.

Contract and procurement matters drew brief discussion. Attorney General Ford said he was concerned the state’s new victim-notification-system contract was not on the agenda and urged timely stakeholder engagement and procurement transparency; he said officials had been directed to follow up with stakeholders and that he hoped the contract could appear on the next agenda for questions and transition planning.

All highlighted action items were moved and approved by voice vote during the meeting. Where recorded, votes were unanimous among board members present at roll call: Governor Lombardo, Attorney General Ford and Secretary Aguilar.

The board adjourned after the second public-comment period and hearing no public testimony.
