Johnson County commissioners approve nonbinding letter of intent with Greater Kansas City homeownership initiative amid conflict questions

Chairman Mike Kelly and the Johnson County Board of County Commissioners voted 5–1, with one recusal, on April 3 to accept a nonbinding letter of intent (LOI) with the Greater Kansas City Homeownership Initiative, a nonprofit development effort launched in association with VanTrust Real Estate, to explore options for increasing housing supply in Johnson County.

The LOI, presented by Assistant County Manager Adam Norris and representatives from VanTrust, is described in county materials as a nonexclusive collaboration to “address the housing crisis in Johnson County.” Commissioner Hanslick moved to accept the LOI; Commissioner Allenbrand seconded. The motion passed on a roll call: Commissioners Fast, Myers, Brewer, Hanslick and Allenbrand voted “aye”; Commissioner Ashcraft voted “no”; Chairman Mike Kelly recused himself from the vote. The board recorded the result as five in favor, one against and one recusal.

Why it matters: Johnson County officials and residents repeatedly stated that limited housing supply affects affordability, local employers and property valuations.
