Johnson County to consider $704,451 contract to upgrade Emergency Operations Center audiovisual systems

Johnson County commissioners at an April 3 agenda review were briefed on a planned contract with Mission Electronics Inc. to modernize the audiovisual system in the county Emergency Operations Center (EOC) at a cost not to exceed $704,451, funded by the county's FY2024 EOC grant award.
Dan Roberson, with the Department of Emergency Services and Division of Emergency Management, said the current AV equipment is “nearly 15 years old” and operating in “a degraded condition.” He described the proposal as “a full modernization of all digital platform moving forward,” intended to replace failing projectors with improved displays and expand video-conferencing and dynamic screen-sharing capabilities to improve situational awareness during disasters.
Roberson told commissioners the county used State of Kansas cooperative contract No. 57377 to acquire the equipment and that four vendors were invited to propose; two submitted bids and Mission Electronics was selected after technical and financial evaluation as the “best fit” and lowest-cost option. He said the project is fully funded through the FY2024 EOC grant and that, if approved next week, staff aim to complete installation by the third quarter of 2025.
Commissioners voiced support for the request and emphasized public-safety benefits. Commissioner Burr said the upgrades would improve the EOC’s ability to share information with partners when physical space is limited. Commissioner Allenbrand reported positive feedback from local fire chiefs. Roberson said the selected vendor’s technology offered a simpler user interface and avoided ongoing subscription costs included in other proposals.
Because this item was presented at an agenda review it will appear on the board’s April 10 consent docket for formal action. The briefing sheet on file states the contract would utilize the State of Kansas cooperative contract and obligate the FY2024 EOC grant funds for the described modernization work.
