Area Agency on Aging seeks interlocal agreement with parks district; requests delegated signatory authority

Tim Wolf of the Johnson County Area Agency on Aging presented a proposed interlocal agreement with the Johnson County Park and Recreation District that would continue evidence-based programming for residents age 60 and older.
Wolf said the agencies have collaborated for more than a decade on classes such as flexercise and Aging Mastery. He said a legal review advised the county that Kansas statute "twelve-two 908," as cited in the presentation, requires an agreement between two municipalities providing services together to be signed by the chair of each governing body; the presentation asked the BOCC to authorize the interlocal agreement and delegate signatory authority and any amendments to the Aging and Human Services director. Wolf said the county’s legal review confirmed a document was needed and the requested action would provide that permanent delegation.
Commissioners discussed why the item required BOCC action and Commissioner Ashcraft asked to meet with staff before the next meeting. Chair Mike Kelly and other commissioners expressed support for the longstanding partnership.
No formal BOCC vote is recorded in the agenda-review transcript; presenters requested authorization and delegation of signatory authority and staff said the action establishes the needed document to comply with the legal review.
