Harvey County commissioners approve routine warrants, grants, road striping, zoning bylaws and surplus vehicle sales

The Harvey County Board of Commissioners approved several routine items and resolutions during its April 1 meeting, including warrant payments, grant applications, a pavement striping contract for road maintenance, the adoption of planning commission bylaws and regulatory updates, and the sale of decommissioned sheriff vehicles.
Warrants: The board approved warrant checks dated March 28 totaling $159,736.91. A commissioner moved to approve the warrant checks and another commissioner seconded; the motion passed by voice vote with all members present voting "aye." "Mister chairman, I move that we approve the warrant checks for 04/2025 in the amount of $159,736.91," the motion said.
Juvenile evidence-based program grants: Sunny Millison, director of community corrections for Harvey and McPherson counties, requested approval for two Evidence-Based Program grants. One grant would fund the MiR Teen Intervene program in schools; the other would fund Project YES, a mentoring program for juveniles under supervision. The commissioners voted to authorize applying for both grants; the board passed the motion to approve the grant applications by unanimous voice vote.
Pavement striping: Road and bridge staff presented a quote from Straight Line Striping for up to 36.9 miles of center and edge-line pavement markings at $1,355 per mile, representing a total of about $50,000. Commissioners voted to accept the quote; the motion passed by unanimous voice vote.
Planning commission bylaws and unified development code: The board adopted Resolution 25-11 to adopt updated bylaws for the Planning Commission and Board of Zoning Appeals and Resolution 25-12 to adopt Article 2 (administrative bodies) of the unified development code and the official district map for the planning commission. Planning staff said the changes align regulations with state statute and correct discrepancies between resolutions and regulations. Both resolutions were approved by voice vote.
Surplus sheriff vehicles: The board approved Resolution 25-13 authorizing the sale of four decommissioned sheriff SUVs (three 2020 Ford Explorers and one 2021 model) on PurpleWave. Undersheriff Sean Chapman explained the 2020 platform had recurring issues and recommended the county sell the units rather than reassign them into heavy-duty patrol service. The board authorized the sale by unanimous voice vote.
All motions recorded at the meeting passed on unanimous “aye” voice votes with commissioners present. No dissenting votes or abstentions were recorded in the public minutes for these items.
