Jackson County hears broad update on energy-efficiency projects, landfill ownership; commissioners receive report

Jackson County heard a construction and energy-efficiency status update April 7 covering solar canopies, geothermal conversions, building retrofits and landfill work, and the committee voted to receive the report.

The presentation said several buildings are near completion — North Lawn was listed at about 95% complete — and some solar arrays are already interconnected and producing savings. A guaranteed annual energy savings in the contract of $961,209 will not start until the county’s energy-conservation measures are fully activated and the project is complete, staff said.

Why it matters: commissioners pressed staff on how the county will verify whether it receives the contracted savings and when the guaranteed five-year measurement-and-verification period begins. The county also faces a financing milestone tied to an escrow account on May 26; staff said missing that milestone would trigger additional administrative steps from the bank and could require outside audits.

Tony, the construction presenter, told the committee that "the guarantee doesn't start till the project actually completes," and described an M&V (measurement and verification) process that will produce a first-year reconciliation report about a month after the first 12 months of operations. Commissioner Snell pressed for monthly county energy-usage tracking to create a baseline for comparison and asked specifically about the $961,209 figure: "According to the contract, you have guaranteed us a annual energy savings or reduction in the amount of $961,209," he said.

Staff described project details: geothermal drilling and heat-pump replacements at the Health Services building, canopy solar at the airport with FAA glare reviews, and lighting and building-control work at North Lawn. The youth center was reported as operational and tied to early, construction-driven billing reductions. Staff said some solar projects are already interconnected and “accruing construction savings,” which will be reconciled separately from the contract guarantee once the full project is complete.

The landfill project drew detailed discussion. Staff said legal and ownership questions — including substantial portions of the landfill site falling on state-owned land — halted some permitting work until the ownership issue is resolved. A legislative committee hearing was scheduled for April 15, and staff said county leaders and state legislators were engaged to resolve ownership so permits can proceed. Staff described the landfill as roughly 20% of remaining work to complete and said equipment orders are on a long lead time and will follow final engineering and permitting.

Financial timing and risk also came up. Staff warned that bond payments are due next year and that the county’s ability to cover debt service depends in part on realizing expected energy savings. Staff said some construction-driven savings are already being realized but that the contractual guarantee’s timing depends on final acceptance and commissioning of all measures.

Commissioner Pulaski moved to receive the report; the motion was supported and passed unanimously.

The committee requested a post-completion tour of project sites for commissioners; staff offered to schedule site visits and to include the project manager, Chris DeLu, for operational details.

Ending: Staff said it expects to publish annual M&V reports through the contract term and will return with updates. The landfill ownership and permit steps remain active and were flagged as the critical path for completion of the remaining work.
