County manager Carlos Tobar told the commissioners the county has posted a draft request for qualifications and proposals to select an architectural firm for renovations at the Collins P. Lee Memorial Library. Tobar said the document had been long-awaited and staff will send it “on the street” so a design firm can be selected.
Tobar also reported that Baldwin County was not awarded the 2024 HUD ProHousing grant. He said the county has an opportunity to resubmit the application through Senator Jon Ossoff’s office as a congressionally directed spending request. Tobar told the board the grants were awarded before Jan. 20, 2025, and larger cities dominated awards; the senator’s office contacted the county and permitted a resubmission that must be filed quickly.
Multiple commissioners gave the county manager verbal approval to proceed with resubmission to Sen. Ossoff’s office; no formal roll-call vote was recorded but commissioners said they were “fine with it.” Tobar said he would submit the application if the board agreed.
