Police Officer Kevin Carroll led the emergency-response portion of the training, trustees said, and staff also met two NEADS service dogs during the session. Trustees told the meeting the training aimed to help staff feel more comfortable when patrons arrive with animals and to reduce problems that arise when animals presented as service animals are not trained for specific tasks.
Trustees described the two permissible questions library staff may ask to determine whether an animal qualifies as a service animal under applicable rules: whether the animal is a service animal and what task it has been trained to perform. Trustees emphasized that trained service animals are allowed in the library; animals that are not service animals may present problems for patrons and staff.
Trustees referenced a recent incident outside the library in which a dog lunged and bit a patron identified in the meeting as Laurie. The trustees said Laurie was wearing glasses, which may have reduced injury, and they reiterated respect for trained service animals while warning that people who present untrained pets as service animals can create risks for others.
No formal policy change was adopted at the meeting; trustees described the training as part of ongoing staff development and public-safety awareness.
