Sudbury CPC reviews neighboring towns’ Community Preservation processes; schedules public forum and outreach work

The Town of Sudbury Community Preservation Committee on a regularly scheduled meeting reviewed how neighboring towns run Community Preservation Act programs, discussed possible policy changes for Sudbury — including sunset clauses, a liaison model, permanent project signage and tighter project monitoring — and scheduled a public forum for April 16 to present a draft Community Preservation plan and solicit input.

Committee members who led a survey of nearby towns said there is wide variation in how municipalities administer CPA funds. Sam, who surveyed Bedford, Oxford, Concord and Acton, said three of the four towns use automatic sunset rules for grants and that Concord’s 30-month time limit coincides with a higher completion rate. "Concord does 30 months. And, effectively, if you're not getting it done within that period, you have to either explain why or come back," Sam said. Acton requires applicants to start within its time window and wraps a stronger reversion/renewal process into its rules, Sam added.

Why it matters: The committee said several process features used elsewhere could improve Sudbury’s project completion and public understanding of CPA spending.
