Belpre council accepts resignation, warns of quorum limits and schedules special meetings

The Belpre City Council on Jan. 13 accepted the resignation of Councilmember Gottlieb (resignation submitted to election officials), leaving the council with fewer seated members and prompting a review of voting thresholds and scheduling to meet several near-term deadlines.

City officials said the resignation affects how the council can handle emergency legislation and the pacing of readings for ordinances and resolutions. City legal guidance referenced at the meeting explained the rules for readings and emergency measures and how many affirmative votes are needed at each stage. Council members and the law director warned that the council may need additional special meetings until the vacancy is filled.

Council leadership scheduled a finance-committee meeting on Wednesday evening and a special council meeting immediately afterward for the purpose of considering two pieces of legislation. The body also scheduled a separate special meeting for Thursday at 5:00 p.m. to consider the same two resolutions (see separate article for details). The finance committee said it must complete one piece of legislation that requires final action by Friday to meet publication or filing deadlines.

Council President and staff emphasized that, while routine items can be handled with a reduced membership, some procedural actions (such as bypassing committee rules or completing second/third readings in a single night) require larger affirmative majorities. Members asked colleagues to be available for additional meetings if needed.
