Board hears Safe Streets for All grant plan and vision goal; motion dies without a vote

Habersham County staff presented a Safe Streets for All grant-funded safety-action plan and a draft resolution on March 17 that would establish a county goal to halve the county’s per-capita fatal/serious-injury crash rate by 2030 and to work toward zero traffic deaths and serious injuries on county-owned roads by 2040. No final vote was taken.

John Baggett (presenter) told the commission the grant requires stakeholder input and a publicly adopted commitment; staff had held stakeholder meetings and Kimley-Horn (consultant) was drafting the safety action plan due mid‑August 2025. The planning portion is a federal/state grant (about $160,000 with a 20% in‑kind match), and staff said the work would be largely matched by in‑kind county staff hours.

Several commissioners questioned the time and staff resources required, the difficulty of securing construction funding afterward, the grant’s focus on county (not state) roads and the prospective federal compliance burden if construction funds were later awarded. One commissioner expressed fundamental resistance to additional federal grant processes and said he would vote no. After discussion the item lacked a motion and the agenda item died for lack of a motion.

Staff said the safety-action plan, if completed, could be used to apply for federal construction grants later that would pay to implement identified road-safety projects; staff also said the grant’s planning funding had been bid to Kimley‑Horn and presented to the board for confirmation. No formal commitment or adoption was approved at the meeting.
