City manager updates: Green Springs sewer agreement, Turnpike interchange study, CRA filings, Clydesdale Manor overflow

City staff provided a series of administrative updates during the April 1 Clyde City Council meeting.

City Manager (name not specified) said the council will hold an off work session at 7 p.m. April 29 to discuss the Green Springs water and sewer agreement and that materials will be sent in advance so councilors can review the proposal. The manager also reported the city had filed its annual Community Reinvestment Act (CRA) reports with the state and noted there had been seven CRA applications since 2022.

In other updates, staff said the state transportation budget signed by Governor Mike DeWine included language funding a study by the Turnpike Commission for an interchange; staff described that as "a big win" but said council will continue work to ensure the study is substantive. Staff also reported a recurring sanitary overflow at Clydesdale Manor, saying a letter would be sent to the property owner; the manager called the most recent overflow "not as bad as it usually does" but said it occurs annually.

Finance reported an interest-income summary for January and February and that staff had to move about $2,000,000 between accounts to cover a raw-water line advance that will be reimbursed; the finance officer also said the city's Civica CMI system had doubled some receipts and staff were working through the issue. The finance officer said year-to-date interest receipts were lower than a year ago because of changing interest rates and the account shift. No formal council action was taken on these administrative items; they were reported for council information and future agenda placement.
