The ordinance, read by title at the meeting, would implement approximately 10% increases to Class 1 user rates for the remainder of 2025 and again in 2026 and 2027, while raising Class 3 (septic tank bulk waste) rates and surcharges by roughly 30%. The increases are proposed to take effect for the April 2025 billing cycle. The ordinance also amends codified ordinance language defining surcharge calculations for suspended solids, chemical oxygen demand (COD) and ammonia.
Council comments and procedural notes
Council members said an increase was overdue. Councilman Greg McMaster and others described prior work sessions that examined plant capacity and finances; one councilor noted residents had nine years without a sewer increase and that the wastewater treatment plant is aging and approaching capacity. City staff noted one clerical correction to the draft language: an outside‑city limit rate for 2027 will be corrected to $12.90 to comply with the chartered limit that outside rates cannot exceed 50% above inside rates.

Ordinance 2025‑13 had its first reading on Feb. 4 and will return for a formal second reading and a final vote at the council’s next meeting. If adopted, the rate increases would be phased in starting with the April 2025 billing cycle to fund both operations and capital work at the wastewater treatment plant.
