Brookville council advances multiple zoning and administrative items; adopts hazard-mitigation continuation

The Brookville City Council took procedural votes on multiple items at the meeting and approved continuation of the city’s participation in a multi-jurisdictional hazard mitigation plan.
Planning and zoning actions: Law Director Rod Steffen presented several zoning items for first reading. Council accepted first reading of Ordinance 2025-06, amending the Community Center District to remove tobacco/smoke/vape shops and check-cashing and pawn-shop uses from permitted lists and to expressly prohibit those uses in the district; a public hearing on the zoning text amendment was scheduled for April 1, 2025, at 8 p.m. Council also accepted first reading of Ordinance 2025-07, which would classify approximately 85.611 acres annexed from Upper Lewisburg–Salem Road as a planned residential district with standards including minimum half-acre lots, 40-foot front and rear setbacks, 20-foot side yards, a 35-foot maximum height and a 25% common-open-space requirement. Steffen said the zoning standards would require plan development review by planning commission and city council before final approval.
Street lighting and assessments: Council added and accepted first reading of Resolution 25-02, declaring the necessity of constructing street lighting improvements and assessing annual street-lighting charges for lots in the Arlington Woods Phase 2 subdivision. Steffen said the developer will pay installation costs and the city will assess property owners for ongoing lighting costs as part of forming a street-lighting district.
Codified ordinances and hazard mitigation: Council moved Ordinance 2025-05 to second reading to approve replacement pages to the city’s codified ordinances. On a separate vote, council approved Resolution 25-01 (third reading), continuing Brookville’s participation in a multi-jurisdictional hazard mitigation plan with the Montgomery County Office of Emergency Management.
How council voted: For first readings and other procedural readings recorded as “all yeas,” roll call showed the council members present during the roll call earlier in the meeting (Mayor Letner; Vice Mayor Zimmerlin; Council members Grama, Fowler, Piper and Wilder) and the motions carried. Approval of minutes earlier in the meeting recorded four yeas and two abstentions when two members said they were absent for the prior meeting.
Next steps: Public hearings are scheduled for April 1, 2025, on the zoning amendments and the annex zoning; staff will return with plan development documents and any requested changes for subsequent readings and final votes.
