Jeffrey Smith, who identified himself as a U.S. veteran and said he lives at 40 Trademarket Street, used the public‑comment period to complain of repeated harassment from neighbors and to describe a recent confrontation.
“Ever since I moved there…people staring at me every single day gawking,” Smith said. He described an encounter he said escalated to a man threatening him and said the interaction left him shaken. He also said that at one point a federal marshal appeared near his vehicle; Smith said he did not understand who contacted the marshal or why.
Smith said he spoke with police and declined to press charges. “Do you wanna press charges? I said, no,” he told the council, adding that he planned to “take proper actions” himself to address the situation.
Council members thanked Smith for speaking. No council action was recorded in response to the public comment; staff offered to follow up after the meeting for specific factual questions or complaints.
The council’s public‑comment rules noted speakers are encouraged to contact staff after the meeting for factual follow‑up; Smith was told the staff could assist with complaints outside the meeting.
