Brookville staff to explore city charter review commission for November ballot

City Manager Jack said staff will research creating a citizen charter review commission to review and update the city charter and asked the Brookville City Council for direction.
The proposal would have council appoint residents to a commission that would work with the city law director and staff to review the charter line by line and recommend changes for the council to consider placing on the November ballot.
Jack told council the charter contains language dating to when Brookville was a municipality and that some sections do not reflect the city’s current status. He said staff would research requirements with the state and return to council with options at the first meeting in March, and aimed to have recommendations by July if the council wanted changes on the November ballot. "If we're gonna get it on November's ballot, it's gonna have to be submitted to the board of elections at the very August," he said.
Council members indicated support for staff to pursue the idea; Jack said no formal motion was required but staff would move forward if council gave consensus. Law Director Rod Steffen and city staff were identified as the staff contacts who would work with the commission if created.
Council did not adopt specific charter changes at the meeting; instead the item was advanced as staff direction to investigate formation, timeframe and legal requirements and to return with a proposed structure for council consideration.
