Special permits committee approves pool-house refurbishment at Mill Street Gardens with conditions

The Woburn City special permits committee voted April 3 to forward a special permit for Mill Street Gardens, 50 Mill Street, to the full city council with the committee recommendation "ought to pass," subject to a set of working conditions addressing construction logistics, property maintenance and public safety.
Attorney Jesse Schumer, representing the applicant, and representatives from Hamilton Construction and Williams & Barajas updated the committee on site work that took place since the project's previous hearing. Committee members and Inspector/Building Commissioner Quinn inspected the site earlier in the day. Councilor Marissa Byrne, who attended the site visit, said her principal concern — the pool house height and size relative to adjacent apartment buildings — had not created new neighbor impacts during the visit.
The committee approved a working draft of six conditions recommended by Commissioner Quinn and discussed on the record. The conditions include: requiring construction vehicles to use Salem Street for site access and prohibiting use of Mill Street, Washington Terrace, Salem Avenue, Georgia Avenue, Robert Avenue and Schneider Court for haul trucks; limiting construction work to weekdays (interior-only work on Saturdays allowed) and prohibiting Sunday work; securing the construction site and maintaining perimeter fencing that adjoins residential properties; placing dumpsters on private property only and prohibiting pickups before 7 a.m. or after 7 p.m.; and requiring an agreed rodent-control plan with details to be finalized before permit issuance.
Councilors emphasized enforcement: the committee and commissioner said the applicant must ensure subcontractors and trash haulers comply with city ordinances and agreed that the applicant is responsible for violations by contractors. The applicant reported that the trash hauler was recently changed and that the new contractor has been provided the city's collection rules.
Councilor Byrne thanked the applicant for staking the pool-house footprint on site, which the committee said aided visualization during inspection. The committee voted to send the special permit out "ought to pass" with the six conditions as a working draft; the motion carried on a committee voice roll (recorded as an affirmative vote by members present). The special permits committee then closed and adjourned.
