Marlborough Finance Committee voted unanimously to approve a transfer of $41,533.50 from the recreation department’s senior clerk salary line to equipment and supplies for youth activities, the committee chair said at the March 31 meeting.
The transfer, submitted by Mayor Jay Christian Dumas and described in a letter read into the record, is intended to pay for equipment and field upgrades at city recreation sites, including improvements at the William Street ball fields and Duke Field, Recreation Director Charles Thibodeaux told the committee.
“The Duke Field has been neglected for years,” Thibodeaux said, adding the funds will help bring that third field up to the condition of the other two and make the complex more attractive for tournaments.
Council members and other speakers emphasized that the work is meant to support tournaments and local youth groups while using available budget money tied to a currently vacant position. Councilor Brown and others said they appreciated Thibodeaux’s effort to use available funds; Brown also noted concerns about distinguishing city-purchased capital improvements from league-owned equipment.
Counsel Orem asked for details about specific line items, including an “18-ounce weighted home plate cover” and padded backstop sections, which Thibodeaux described as rain covers and padding similar to other fields.
The motion to approve order number 25-10939, describing the $41,533.50 transfer from the senior clerk salary line to equipment and supplies (youth activities), was moved and seconded; with a suspension to allow immediate consideration, the committee recorded the motion as carrying 5 to 0.
Committee members also confirmed that some revenue from outside tournaments and field rentals is returned to the recreation revolving account and used for part-time staffing and maintenance, and that the senior clerk line is a recurring budget item that remains in the department’s budget.
The committee carried the transfer 5-0, and the chair closed the finance discussion and adjourned that portion of the meeting.
