The Woburn Conservation Commission closed the public hearing for a Notice of Intent filed by Douglas Lentz for an attached garage at 4 Jericho Road (DEP file 348‑0882) and advised the applicant that an order of conditions will be issued within 21 days.
Lentz, who said the proposed garage will sit on existing pavement and be set back from conservation land, told commissioners he had worked with staff on the application and that he plans to remove a small detached shed and yard debris now located near a flagged wetland area. “I won't dump the stuff there in the future,” Lentz said in response to commissioners’ concerns about yard waste stored in the wetland. An abutter, Andrew Smith of 3 Bray Circle, said his backyard sits lower than the applicant’s and that he experiences standing water; Smith asked the commission to ensure no grade or drainage changes would increase flooding to his property.
Commissioners and staff noted the wetland was reflagged by a licensed surveyor and that any visible yard waste or brush within flagged wetland bounds should be removed. The applicant indicated the shed would be removed when the garage is constructed and that spoil material from mainline excavations would be disposed of in upland areas on the golf course property (where applicable) or otherwise outside jurisdictional resource areas.
The commission closed the hearing by motion; members voted to close the hearing and to proceed with issuance of an order of conditions. The commission administrator said the formal order will be issued within 21 days of the hearing close and that a 10‑business‑day appeal period begins on the date of issuance. Staff also discussed that certain existing features (e.g., the shed) will require permits for removal if they remain in the jurisdictional area.
Commissioners indicated they may condition the order to require removal of debris from flagged wetland areas and asked staff to reflect any such condition in the written order.
