Conservation commission closes hearing, issues Negative 3 determination for 7 Hope Lane driveway and patio work

Homeowner Ryan Hartigan presented plans for a backyard patio, a crushed-stone driveway extension, a row of arborvitae along the property perimeter and a new shed at 7 Hope Lane during the Woburn Conservation Commission meeting on March 27, 2025.
Hartigan said, “My project at home involves, patio in the backyard. We'd like to add pavers down in the back for a little patio area. The driveway, we'd like to add some an extension, a, crushed stone extension on the driveway side. In regards to the perimeter of the property, we would like to plant some arborvitae trees going along the perimeter of the property, and also, put in a new shed.” He also said he had included the 25-foot rule on the plan.
The commission asked about erosion controls and plant spacing. A commissioner asked whether erosion controls were in place and whether they would remain effective during construction; Hartigan said erosion controls (straw/hay) were currently in place around the property and that he would work with his landscaper or contractor on the installation and any needed repairs. A commissioner asked roughly how close the arborvitae would be planted; Hartigan said his neighbor’s planting suggested about 3 to 4 feet spacing and that he would rely on the landscaper for final spacing. Another commissioner recommended checking the erosion controls for damage and replacing any sections that were compromised before work proceeds.
After public comment closed, the commission voted to close the hearing and to issue a Negative 3 Determination of Applicability for the project. The motion to issue the Negative 3 determination was made and seconded; the commission approved it by voice vote. The commission noted the applicant should verify erosion control integrity and replace damaged sections as needed before work proceeds.
The commission also confirmed that the submitted plan reflects the 25-foot separation discussed on site. Hartigan said he would check and repair erosion controls where necessary.
The commission clerk noted that the permit fee had been paid and told Hartigan he was “all set.”
