Staff said permanent fencing would need Parks and Recreation Advisory Board recommendation, council authorization for expenditures and compliance with design rules (chain‑link is prohibited).
Commissioner Tom Green noted parks staff asked whether alcohol could be allowed at Edgewood events. Planning staff said Title 12 currently prohibits alcohol on city park property and that any change would be a council matter (not a planning regulation) and could arise at an upcoming council retreat. On noise, staff said complaints are handled by the police department; the special‑event code would point to existing noise enforcement rather than create a separate noise standard.
Next steps: staff will continue event planning conditions (temporary fencing for the summer event), provide background on fence options to Parks and Recreation Advisory Board, and flag the alcohol question for the council if requested.
