Norwalk council confirms multiple board appointments, approves consent calendar including contracts and licenses

Norwalk Common Council confirmed multiple appointments and approved a multi-item consent calendar at its Jan. 28 meeting, moving a set of authorizations that included service and maintenance contracts and license agreements for local organizations.
The council acknowledged the resignation of Hector Paches from the Planning and Zoning Commission and thanked him for his service. The council then approved appointments: Jane McLeod McGeach (Tree Advisory/Tree Advisory Committee), Brad Dancer (Arts and Culture Commission), Kevin Huffman (Arts and Culture Commission), Richard Stein (Historical Commission), and reappointments to the Arts and Culture Commission for Naomi Clark, Steve Rust and Nori Gruden. Each nomination was moved and carried on voice vote, and council members congratulated the appointees.
On the consent calendar, the council authorized the mayor to execute a number of administrative agreements and contract actions:
- An on-call traffic signal emergency services agreement with New York Con Corp for an amount not to exceed $21,572.32 (account noted). - A maintenance agreement with the Connecticut Department of Transportation under Route 136 (Rowayton Avenue) from Kudlop Street to Panurier Street (terms not detailed in the transcript). - An increase to the Fasten O'Neil contract by $47,471,000 for additional transportation engineering-related design services for Wall Street Corridor improvements (account noted). - License agreements with local organizations for space at 3 Belden Avenue: Hispanic Chamber of Commerce (3 rooms, 729 sq ft, 3-year term with two 1-year options, $4.50/sq ft, $3,280/year), NAACP Norwalk branch (468 sq ft, same term and rate, $2,106/year), and Norwalk Redevelopment Agency (714 sq ft, same term and rate, $3,213/year). Council President recorded that the consent calendar was approved as amended (with one item removed earlier for separate consideration); the vote on the amended consent calendar was unanimous.
Mayor Harry W. Rilling also delivered a State of the City address at the start of the meeting; during remarks he said the “city is running extremely well” and thanked staff and council members for their service.
The council removed Ordinance Section 9-32 from the consent calendar for separate consideration later in the meeting; that ordinance was voted on and adopted separately (see related article).
