Senate Joint Resolution 19, introduced by Senator Jesse Bjorkman, urges Congress to restore a 90% state royalty share for resources developed on federal lands, including ANWR, and was introduced and set for additional committee consideration on Monday, April 14.
Bjorkman told the committee the resolution was intended "to restore Alaska's birthright of a 90% royalty share" and noted historical reasons for the Statehood Act's royalty provisions. He said Congress has, in some cases, not honored that 90% split for federal lands and argued the change would better allow Alaska to fund infrastructure and services without federal dependence.
Senator Hughes expressed support and recalled prior efforts to press Congress on royalty shares; the chair thanked Senator Bjorkman and said the committee would schedule further discussion on Monday and invited the sponsor to return.
No committee action was taken on the resolution at this hearing; the chair scheduled the item for the next committee meeting.
