Public Works funds second phase of stormwater utility feasibility study

The Norwalk City Public Works Committee approved a second‑phase contract amendment with CDM Smith at its February meeting to advance a feasibility study for a potential stormwater utility.
The amendment, not to exceed $272,710, will fund a more detailed analysis following CDM Smith’s preliminary study: mapping impervious surfaces across city parcels, designing public outreach and perception surveys, forming a stakeholder advisory committee, and producing a pricing and billing model. Committee members and staff emphasized the work is exploratory and said no decision on a utility has been made.
Vanessa Valadares, Public Works staff, told the committee the second phase is intended to provide the “necessary steps” for the city to return to full council with quantified impacts if the city chooses to pursue a stormwater utility. Valadares said the study will include public education and a stakeholder committee to represent different property types and neighborhoods.
Committee member Nora Majelski Aitner said she supports advancing the study and asked that the advisory group reflect Norwalk’s diversity so impacts on different businesses and residential zones are clearly assessed.
The committee directed staff to form a stakeholder advisory group and schedule outreach; staff said those items will be part of the study deliverables. No utility ordinance or fee structure was adopted at the meeting — the amendment funds analysis and public engagement only.
