Board members reviewed draft updates to the patron confidentiality policy and the homebound service policy at the Feb. 13 meeting; both drafts are currently with the city's corporation counsel for review.
The director said the confidentiality policy was updated to reflect current practice and Connecticut law (the director cited Connecticut statute section 11-25 in discussion) and to list the library's record-retention practices and how the integrated library system (ILS) handles patron data. The draft states that the library's ILS contractor (named in the packet as "ClearVet") has contractual obligations to protect patron confidentiality and would notify the library if disclosure were compelled by a court order. The draft also sets a procedure that any requests for patron information should go through the director or supervisors, who will verify authority (for example, by checking for a warrant or court order) before responding.
The homebound policy is likewise with corporation counsel. The director said counsel approved most of the draft but asked for a form of hold-harmless language; the director circulated sample volunteer hold-harmless language to counsel and expects a final version soon.
The board had no substantive edits at the meeting and indicated it was comfortable with the drafts pending counsel's final language.
