WPCA reports positive CT DEEP inspection, improved nitrogen performance and project updates

Staff reported that a routine inspection by the Connecticut Department of Energy and Environmental Protection (CT DEEP) in January returned a positive outcome, with minimal to no corrective actions required.
Operations staff said the treatment facility maintained good performance despite cold weather. "We came in at 644 pounds a day, which is well below our 718 pound limit," an operations chief reported, adding that recent plant improvements have aided solids settling and chlorine analyzer repairs have produced more consistent dosage readings.
Collections work in the reporting month included 1.07 miles of CCTV, 1.18 miles of sewer cleaning, 19 manhole inspections, 1.23 miles of SLRAT inspection and 1.93 miles of hot‑list cleaning; staff responded to five service calls. Industrial Pretreatment Program staff conducted 41 inspections and said they are coordinating with the WPCA to enhance the IPP program.
Engineering staff provided brief project updates: Beacon Street sanitary sewer work has 60 percent design drawings under finalization by the consultant; Hubbell's Lane relief‑sewer project has a task order with Brown and Caldwell for geotechnical services including 12 test borings; a settled intake project was found eligible for CT DEEP Clean Water Fund assistance and will proceed to next steps; and a sewer lining and manhole rehabilitation contract continues with InSituForm performing lining, manhole rehab and lateral grouting.
Staff also said they have backfilled a collections operator position internally and will recruit for a utility worker next. The bimonthly sludge report, net DMR, MOR and NAR regulatory reports were submitted as required, and the 2024 CSO report was attached to the board packet.
No public‑comment items were raised during the operations discussion; staff asked commissioners to advance projects and staffing actions under the approved budgets.
