Eversource to use overnight full closures, day lane shifts on Fort Point Street for structure install in May

Norwalk’s Traffic Authority on Feb. 24 approved a traffic-control plan allowing Eversource Energy to install a utility structure on Fort Point Street between Smith Street and Moore Place in a two-week window in May.
Justine Cyr, an Eversource representative, told the authority the company seeks alternating single-lane closures during daytime hours and full roadway closures overnight while a crane sets the structure’s pieces. "The purpose of the closure is to install our structure… we're looking for a single alternating lane closure, from Monday through Sunday, 7 a.m. to 7 p.m., and then a full closure… Monday through Thursday, 7 p.m. to 7 a.m.," Cyr said. She gave the date range as May 5 to May 19 and said the company may finish earlier if work permits.
Vincent Neri, project manager for Waters Construction, explained the overnight closures are needed to bring in structure sections by crane. Eversource confirmed police or traffic control will be present for the full-closure overnight periods.
Why it matters: the overnight full closures will temporarily stop passage on Fort Point Street during lift operations and will require detours for southbound traffic approaching the bridge area. Commissioners pressed Eversource to confirm sign placement at the Fort Point turn and to coordinate detour routing where underpass options are limited.
What the authority required: Eversource must coordinate detailed signage and outreach and confirm police detour coverage; staff said prior full closures of this project had not produced compliance issues but noted the foundation drilling portion had been delayed and that the structure install is a separate step.
Going forward: Eversource and the contractor will work with Norwalk Police and DPW to finalize detour signage and the outreach plan before the May work window. The authority approved the motion unanimously.
