Commission tables pre-application for Water Street yacht club floating-dock reconfiguration until agent attends

The Norwalk City Harbor Management Commission reviewed a pre-application from a private yacht club to replace and reconfigure timber floating docks inside the facility’s existing footprint on Water Street. Commissioners expressed technical concerns about the proposal’s proximity to the federal navigation channel, allowable setbacks and whether the proposed transient slips could overhang the channel when occupied.
Commission staff noted the pre-application shows a 9-foot setback from the federal channel at the end of an outer finger and 13 feet in other locations. The plan labels the new dock area “transient docking only.” Commissioners asked for clarification of dock width, vessel types expected to use end slips and whether boats moored at the finger would overhang the federal channel line.
Because the applicant’s agent, John Hiltz, did not attend, commissioners agreed to give the applicant the opportunity to present and answer specific questions at the next meeting. The commission voted to table review of the Water Street pre-application (listed as 138 Water Street on the agenda) until the applicant or agent is present.
Commissioners discussed adding a formal policy that agents or applicants be present for presubmission reviews in the future. Staff will notify the agent and request that he attend the next meeting to present the full application. The commission also asked staff to draft standard comments for the formal application, including a requirement that vessels not intrude into the federal navigation channel and that approval of a reduced setback should not set a precedent for other properties.
