Redevelopment commission reports on four TIF districts; Westside shows strongest revenue coverage

Jeff Cockrell of the County Legal Department summarized the annual reports for Monroe County’s four tax‑increment financing (TIF) districts at the April 8 council meeting, describing revenue sources, outstanding debt and upcoming projects.
Cockrell said the Westside TIF — which includes Cook’s headquarters and Ivy Tech and extends near the Lowe’s site — is the county’s largest and has generated most TIF revenue. The district is financing the Vernal Pike connector road with significant federal backing; Cockrell said federal grants are expected to cover nearly $10 million of that project and the district is at a low cash point while construction is underway. He said current projections show debt‑service coverage at more than 3:1.
The State Road 46 district (commonly referred to as North Park) includes the county quarry site and is where a new jail location has been expected; Cockrell said the district was created before the 2008 recession and development did not occur as planned. He noted a developer‑backed bond to complete Hunter Valley Road that should proceed this year.
The Curry Profile TIF (the old GE plant) was carved out of the Westside TIF ahead of Cook’s 2018 expansion; Cockrell said bond proceeds have mainly covered closing costs and the site remains a potential growth area. The Fullerton Pike TIF, associated with Monroe Hospital, helped fund the Fullerton Pike road project; Cockrell said pairing TIF funds with Major Bridge Fund dollars mitigated school‑tax concerns given the hospital’s tax status.
Cockrell encouraged councilors and the public to watch the Redevelopment Commission meeting (March 26) for a detailed walk‑through and said detailed maps and financial exhibits were in the electronic packet.
