Commission approves proclamations, multiple board appointments and a stipend for health director; accepts resignation

Appointments and resignation: The board approved a slate of volunteer appointments and reappointments across multiple boards and committees, including applicants for Boston Heights Volunteer Fire Department Board of Trustees, Cleveland County Volunteer Fire Department, Historic Landmarks Commission, Home and Community Care Block Grant Advisory Committee, Local Emergency Planning Committee (LEPC) representatives, Mount Mitchell Volunteer Fire Department, Rockwell Bridal Volunteer Fire Department, South Salisbury Volunteer Fire Department, Union Volunteer Fire Department, and others. The board also accepted Gene Bieber’s resignation from the Rowan County Housing Authority.
Closed-session stipend: After a closed session authorized under N.C. Gen. Stat. § 143-318.11(a)(1) and (a)(6) (to consider closed-session minutes and consult with counsel regarding personnel), commissioners approved a $6,654 annual stipend to be paid each August for the next three years to the county health department director to support pursuit of a PhD. Each year’s payment carries a three-year clawback tied to that payment.
Adjournment: The board recessed into closed session and later reconvened; the meeting concluded with a motion to adjourn.
