TDOT releases updated 10-year plan; TPO staff note small schedule shifts and possible state funding changes

Representatives from the Tennessee Department of Transportation and Federal Highway Administration provided an update on the recently released TDOT 10-year plan and answered committee questions about immediate implications for the TIP and local projects.
TDOT staff said the new 10-year plan was released the prior evening and emphasized the plan reflects currently available transportation revenues and does not assume a proposed state transfer of an additional $1 billion that the governor requested and that the legislature had not yet approved. ‘‘Until that money is approved, we are not presupposing what that money would be spent on,’’ a TDOT representative said. If the state funding is approved, TDOT said it would release an updated 10-year plan showing how the additional funding would be used.
TDOT staff noted a few projects that moved in the schedule compared with the prior plan. For example, the I-640 Sharp Chapel project saw a phase pushed out pending outcomes from a corridor study, and Pellissippi Parkway extension right-of-way work moved up. Two Anderson County projects shifted a year because the anticipated NEPA documentation required an environmental assessment rather than a categorical exclusion, adding schedule time for permitting and studies.
TDOT also screened a short informational video describing how the 10-year plan is developed and how projects are evaluated for deliverability, safety, environmental sensitivity and funding.
The TPO and member jurisdictions asked how removed TIP projects could return; TDOT and TPO staff said projects can be reintroduced as the 10-year plan is updated or as additional funding becomes available, and some projects may be re-scoped into smaller segments for deliverability.
The update was informational; committee members were directed to the TDOT web site for the plan and staff said they would continue coordination with TDOT as the state plan evolves.
