Crafton updates residents on multiple infrastructure projects: sewer separation, Broadhead work, roadway restorations and public-works building timeline

Crafton Borough’s engineers and staff provided progress reports on multiple infrastructure projects at the April 10 meeting, including sewer separation work on Duncan Avenue, Broadhead sewer bid finalization, water-line relocations, and plans for a new public-works building.
Gateway Engineer Keenan told council the Broadhead sewer project bid documents were nearly complete and that Gateway was finalizing responses with state/federal reviewers. For the Broadhead work, Keenan said the borough is waiting on an EPA response on requirements and is sending a checklist to Gateway for last clarifications.
Separately, the C-20 (Seachwise) sewer separation project had started with work beginning along Duncan Avenue. Keenan said residents raised traffic concerns; contractor and staff clarified that vehicles would not be towed as a first response but the contractor may request vehicles to be moved to allow work. Keenan said staff instructed the contractor to contact property owners before towing and that the contractor would use door knocks as needed. He emphasized the contractor is not expected to tow on the first day without borough involvement. Keenan also said that some water lines along the street will need temporary relocation and that relocation work was expected to begin the following Monday.
The engineer provided an expected completion date for the sewer separation work of Nov. 12, 2025, and noted the need for residents to respect posted “no parking” signs to allow emergency access and construction staging. Keenan added that the contractor’s initial outreach had caused confusion because letters and flyers arrived in a way residents did not expect; staff urged better advance posting and communication for future notices.
On paving and utility restorations, staff said Peoples Gas final restoration paving was scheduled for mid-April to May, with paving of impacted streets planned for May. Staff asked to double-check that sidewalks and streets were fully restored before declaring the work done.
Public-works building plans had been returned from Gateway with one comment about the vehicle lift location; staff hope to advertise bids April 24 and May 1, with a bid opening on May 15 and expected award at the May 22 council meeting.
The Steuben-Linden intersection project has begun with sidewalks and foundations installed; the borough is awaiting new traffic signals and expects the project to be complete by May. Keenan also noted multiple permanent application filings for utility work from contractors and PA American Water repairs at several addresses.
Councilors and staff reminded residents that the combination of sewer separation, Broadhead sewer work and road paving will cause temporary traffic detours and disruptions and asked for patience while projects proceed.
