Gateway Engineer updates at the April 10 meeting identified the lowest responsible bidders for three contracts: Contract A (excavation) to Roto-Rooter for $267,265; Contract B (manual/structural lining) to Chetjak for $339,200; and Contract C (spot lining) to State Pipe Services for $127,580. Council was asked to approve awards as recommended by Gateway Engineers.
Council members asked about the total exceeding the current budget. Staff explained that one contractor, JetJack (contract B), agreed to be flexible about billing and scheduling so some costs can be pushed into the following fiscal year to avoid breaching the current year’s appropriations. An engineer said JetJack was “very willing” to shift some of its costs into next year if necessary, allowing the borough to proceed without a budget amendment immediately.
A council member asked whether the borough could simply accept a lower contract amount; staff answered that competitive bid rules prevent altering bid amounts after the procurement process. Councilors pressed for clarity on scheduling and said they would rely on the contractor’s cooperation to stagger work into the next fiscal year as needed.
The motion to award the contracts proceeded and council voted in favor. Staff said the arrangement will allow the borough to address needed sewer repairs while managing the budgetary timing.
