Sean Winters, director of operational support, told the board the COA review workload is now handled by an estimated 1.75 full‑time equivalents and staff recommends increasing fees about 9.6% overall to reach sustainable revenue for application processing. Winters said the proposal would eliminate late fees (now rare without an online application platform) and consolidate permanent and temporary signage into a single, lower‑cost application.
Board members asked how the COA budget interacts with the Community Development Fund and whether land‑sale revenue has been used to cover COA shortfalls. Staff said the Community Development Fund includes land‑sale revenue and that the estimated ending fund balance for 2024 was roughly $2.2 million. Audited 2023 land‑sale revenue was $239,300; estimated 2024 land sales might be only $60,000, staff said. Staff explained the sustainable revenue projection for application processing in 2025 is about $207,000 (roughly 35% of the COA budget), and that enforcement functions are currently funded from fund balance rather than application fees.
No motion was made; the item remained a discussion topic and staff asked the board for direction on any changes to the fee proposal.
