Pueblo West to apply for CDOT MMOF and Carbon Reduction funds for Civic Center Trail Phase 2

Pueblo West staff told the board they will submit draft grant applications to the Colorado Department of Transportation for Civic Center Trail Phase 2 under the MMOF and Carbon Reduction Program, and staff will present a resolution and support letter in the packet.
Carol (Staff member) briefed directors: “This is to apply for Civic Center Trail Phase 2. Those draft applications are due at the end of next week, and then, we'll be presenting to PACOG our project in April.” Carol added the MMOF money “has no match in this project,” meaning the district would not be required to provide a local cash match for the MMOF component.
Directors asked about long-term maintenance funding for new trails. Carol said trail maintenance has been funded from general fund operating lines in some years and from the conservation trust fund in others; the district has sometimes budgeted trail maintenance every other year and has in the past budgeted funds for crack sealing on older trails. Staff said when capital projects are evaluated, they include an estimate of annual operating and maintenance costs so board members can see both upfront construction cost and ongoing maintenance obligations.
Staff said a support letter and a resolution stating how much the district will request will accompany the application. Final submission and presentation to regional planning bodies will follow the application deadlines noted.
