Staff backs small shift to streamside protection start point at 3352 North Highway 112

City planning staff recommended an administrative amendment to the streamside protection-zone map at 3352 North Highway 112 during the April 14 agenda session, proposing to move the mapped start point about 450 feet downstream.

Alan Pugh, the staff presenter, said the streamside protections were originally triggered where a stream’s headwater area reached 100 acres; an engineer for the applicant measured the drainage area at the current start point and found it below that 100‑acre threshold. Pugh said a tributary entering from the east downstream of the current point would push the combined watershed over 100 acres if the start point were moved the requested distance. “Staff is in support of that, because it is in keeping with the original intent and the original definitions of the streamside zones,” Pugh said.

Commissioners asked staff to clarify that the request is a map/designation change rather than physical alteration of the stream or site; Pugh confirmed it is a relocation of the mapped start point, not earth-moving. Pugh also said the request is separate from any active development proposal and is being processed as a standalone amendment.

Staff recommended approval of the map adjustment on the basis that it aligns the designated protection zone with the ordinance’s watershed-based trigger. Commissioners did not record public comments on the item at the agenda session.
