A preliminary plat application for property at 1640 South Hanshew Road (PPL2024-0011), submitted by Odyssey Engineering, was not forwarded at the April 2 Fayetteville City Tech Plat Review and will return for another staff review after applicants address outstanding engineering and urban-forestry comments.
City staff said the project, a proposed subdivision on roughly 46.74 acres in RSF-4 zoning proposing 10 residential lots and three nonbuildable lots, has repeat comments that remain unresolved. "I do still need that detailed site plan of common area to address that condition of approval for the block length variance," said Donna, planning staff. Planning staff said they will recommend tabling the item at planning commission if the detailed plan is not provided before that hearing.
Urban forestry and engineering raised separate technical issues that staff said could change lot layouts if not resolved. An urban forestry reviewer said tree-preservation calculations contained the wrong zoning designation and requested clarification on whether utility easements were being counted in the mitigation totals; the reviewer noted about "64,000 square feet or so" of mitigation shown in the materials received late. Engineering staff asked for drainage clarifications and suggested one more round of review would likely be necessary.
The applicant team pushed back on the timing but acknowledged gaps in the submittal. An applicant representative said, "We can't afford to be tabled again on this one," and described delays caused by an outside surveying firm. Staff maintained the importance of meeting review deadlines: "All of my previous comments would've needed to be addressed by the submittal deadline," said the urban forestry reviewer.
Planning staff told the applicants the next formal submittal deadline is April 16; if all materials are complete by that date and conform to comments the application could be scheduled for the May 12 planning commission meeting. Staff cautioned that unresolved technical issues โ including the drainage basin design and tree-preservation documentation โ could require lot-configuration changes on resubmission and therefore recommended tabling at this time.
