City planning staff told the Board that the owner of a 12.27-acre property at the southeast and southwest corners of Highway 10 and Shalomot Drive has requested a zoning change from R-2 (single-family) to C-1 (neighborhood commercial) with an OS (open space) designation for part of the site.
Brad, a planning staff member, said the site is underdeveloped, lies across the street from JT Robinson Elementary and adjacent to a high school, and proposed a 50-foot open-space buffer between new commercial areas and the existing residences. He said staff supported the land-use change and the zoning reclassification, noting some commercial development already exists along Highway 10.
Brad reported that 10 residents spoke against the proposal during planning, raising concerns about noise, traffic, property values and impacts to natural areas and quality of life. Board members discussed buffers and code setbacks: Brad said if the site were developed as residential under the current R-2 designation, "they could back right up to the Right" with no additional buffer, and that the C-1 proposal includes a 50-foot open-space buffer plus code-required commercial setbacks.
No formal vote was recorded during the agenda-setting discussion. Staff said they recommended the zoning change given the site's context along a state highway and existing nearby commercial uses and noted proposed restrictions on certain commercial uses.
