Council annexes Protho Junction for truck plaza, approves several rezonings to allow housing and commercial projects

The City Council adopted an annexation ordinance for territory at Protho Junction and approved several rezoning measures and a special-interest allowance to clear the way for new commercial and housing development.
Council approved Ordinance O2523 to annex the property known as Protho Junction/Mid State Truck Plaza; JD Ashley, a partner with the property owners, told the council a prospective purchaser, Road Ranger, intends to buy about 10 acres and invest roughly $15–$17 million in the site. Ashley said the project would create an estimated 25–30 full-time jobs and 15–20 part-time positions; he also estimated gross annual sales in the tens of millions. Thomas Pownall of Thomas Engineering told the council that standard planning requirements would require the developer to install road improvements, including street lights and sidewalks.
The council also approved multiple zoning changes: O2524 rezoned certain property on East Thirteenth Street from I-2 to R-3 to support additional housing; Belinda Barney of Dark Hollow CDC spoke in support, saying the CDC has been working to increase homebuilding in the neighborhood and has owner authorization to proceed on some lots. O2525 rezoned 3503 Highway 161 from I-2 to R-4 to allow a proposed five-building, 40-unit apartment development; applicants Dale Degg and Tony Burnett told the council the project would include five separate buildings with eight units each and that construction could begin in roughly six months if approvals and planning are complete. The council granted emergency first readings where noted and approved the measures by roll call.
Separately, the council permitted a special interest to allow a pawnshop in a C-3 zone at 2301 East Broadway (O2526). A member of the public who described long experience on Broadway spoke in favor of recent and upcoming investment.
Roll-call votes on the annexation and the rezoning measures were unanimous in favor on the motions recorded: council members voted Yes on the annexation and the rezoning and special-interest measures. Council members did not specify a development timetable beyond the applicants’ estimates for planning and permitting; planning staff noted developer responsibilities for public improvements during discussion.
