Council reassigns capital-bond funds to add recycling compactors and a roads dump truck

Chester County Council on April 7 voted to approve Resolution 2025-9, which reallocates previously approved capital-bond funds to purchase additional recycling compactors, open-top containers and to fund a dump truck requested by the roads department.
County staff explained that supply delays prevented the planned roll-off truck purchase and led the county to extend a one-year contract with its current hauling vendor. The reallocation directs $277,469 toward additional compactors and related electrical upgrades so that more compactors can be placed across the county’s 11 recycling sites, increasing the total to 10 compactors.
Staff also said the county obtained a quote of $182,680 for a dump truck requested for the roads department in the coming fiscal year and that the resolution replaces an earlier line-item so that truck acquisition can proceed as budgeted.
Council approved the resolution after staff explained the operational need and noted the changes do not increase the overall capital total but change how the bond dollars are applied.
