Chester County Council on April 7 approved Resolution 2025-10, which amends the county employee personnel handbook to clarify grievance procedures, add guidance on social media use, and establish a baseline policy governing use of artificial intelligence tools by county employees.
County Administrator Michael Hester said the grievance changes clarify who may be considered an introductory employee and extend filing time for employees on leave; a dismissed employee will still be allowed to file a grievance. On the social media provisions, the resolution adds language urging staff to obtain consent from private individuals before posting about persons affected by hardship or strife.
During discussion, one councilmember raised concerns about potential conflicts with freedom of the press, noting that public information and news photographs are regularly published. Attorney remarks at the meeting clarified the policy governs Chester County employees' social media use and is not intended to restrict press activity.
The resolution also creates an initial AI policy for Chester County to set parameters and limits on AI sources and to provide guidance for employees who use AI tools. Hester described the measure as a baseline policy to help ensure data safety and security while county staff learn how best to integrate AI into work processes.
Council voted to adopt Resolution 2025-10 on the motion and second recorded during the meeting.
