Plan commission, village board approve certified survey map and Enterprise plan changes for Lincoln Avenue parcels

The Village of Waukesha approved a certified survey map (CSM) that separates two existing parcels on Lincoln Avenue and cleared a companion plan-of-operation amendment for Enterprise Rent-A-Car to add rental operations to an existing car sales site.
Planner Greg (engineering staff) and Planning staff reviewed the CSM for petitioner Frank Jeffrey; staff recommended several technical corrections to meet Wisconsin Administrative Code and to dedicate small triangular right-of-way pieces to the state and the village where GIS indicated inconsistencies. The Plan Commission voted to approve the CSM subject to the planner’s and engineer’s comments being addressed; the Village Board accepted the commission’s recommendation.
Why it matters: The parcel reconfiguration regularizes lot lines for separate commercial uses — one lot will encompass car sales, the other will house Enterprise’s relocated rental operation — and clears the way for the site-specific Plan of Operation amendment approved in the same meeting.
Enterprise’s plan-of-operation amendment covered interior remodeling, a second customer lobby/overhead door for returns and an automated vehicle wash on the southern lot created by the CSM. Planner Sean Mularkey said both vehicle sales and rental uses are permitted in the B-3 zoning district. The commission added a condition requiring the drive aisle in front of the building remain accessible as an emergency access between the two lots; staff confirmed the restriction was already being observed.
Outcome: The Plan Commission approved the CSM and the amended site plan/plan of operation for Enterprise, with the village board ratifying both approvals.
Implementation notes: Staff asked the surveyor to confirm monumentation, fieldwork dates, ownership and to show pavement within the state access easement so WisDOT access is fully documented. The CSM must also account for a strip of state and village right-of-way shown in GIS.
The approvals clear the path for Enterprise to relocate its rental operation into the new southern lot and for Frank Jeffrey’s lot reconfiguration to proceed once technical CSM corrections are made.
